When I first saw the close-up in slow motion of the bullet wound, it appeared to me that the squib device under his collar dabbed that spot of fake blood on his neck when he dips his chin way down, and his shirt jumped up to meet his neck and revealed the spot when the shirt fell away.
Now that I see the spot doesn't move properly I suspect that it was a realtime filter of sorts, assuming this was a live video. Coupling that with the clipping chair and I see that yea we are being played, some are meant to see it. We are being divided and distracted but most importantly, engaged.
If you reseach how they do it in movies, they will use blood squibs and CGI to clean up any errors. I suspect it's exactly the same here.
